Challenge
Understand employer and employee concerns regarding electronic payroll and debit cards to determine the best strategy for introducing a citywide program.
Approach
Use focus groups and in depth interviews to determine employee and employer values, concerns, and expectations related to debit cards, payroll cards, and employer and city treasurer trust.
Results
The insights led to the SF Treasurer strategy on how to introduce, market, rollout, and support a mandatory electronic payroll system for all San Francisco businesses.
